CCM (*Comitato Collaborazione Medica*) is an Italian NGO operating in Burundi, Ethiopia, Kenya, Somalia, South Sudan and Uganda, specialized in the implementation of health-related projects in both humanitarian and development contexts. In Kenya and Somalia, CCM operates through the local NGO ‘CCM Kenya’,
CCM Kenya Office in Nairobi is responsible for the coordination of initiatives in Kenya and in Somalia.
CCM Kenya operates in Isiolo County, supporting local authorities in the delivery of primary health care services and awareness-raising of local communities to foster health-seeking behaviors.
In Somalia, CCM Kenya is sub-recipient of the Global Fund to Fight HIV/AIDS, Malaria and TB, responsible for M&E of TB Centres in the whole country. Further, it is partnering Puntland Ministry of Health in the management and provision of technical assistance to the main hospital (Garowe General Hospital), with primary focus on Emergency, Maternity, Surgery and Pharmacy Departments.
The main sources of support for initiatives in both Kenya and Somalia include the Italian Government, UN agencies (i.e. UNOPS, UNFPA) and private foundations.

Duties and Responsibilities of the Country Director (CD)
The Country Director (CD) is responsible for the management of the operating structure working in the country and according the local constitutions (S)he reports to CCM Kenya Board
As CCM and CCM Kenya are committed to work in strong cooperation to pursue common objectives aiming at improving the right to health of communities in Kenya and Somalia, the CD coordinates his activities also with CCM in Italy: according to the CCM’s internal procedures, he will report to the desk officer and executive director of CCM.
External relations
- Officially represents CCM Kenya with all main stakeholders in the Countries, including national/local authorities and institutions, the Italian Embassy, the European Delegation, local offices of international and local organizations, key clusters, private sector stakeholders, etc.
- Represents CCM Kenya with partners, project stakeholders and donors. (S)he can be supported by the Project Managers, when necessary. Protects and promotes CCM Kenya’s image and reputation.
- Builds or enforces strategic partnerships, alliances and synergies.
- Being delegated by the legal representative of CCM Kenya, (s)he manages all legal aspects of the organization in the Country.
Strategy of intervention and project design and formulation:
With the support of CCM Regional Health Advisor and/or Desk Officer:
- Reviews and elaborates documents to analyze the countries and the sectors of intervention in order to identify new actions for CCM Kenya and formulate new project proposals;
- Identifies and develops new proposals to be submitted to local or international donors, in accordance to the country strategy and plan shared by the Board of CCM Kenya and CCM
- Ensures the formulations of new projects, planning and coordinating the activities with the Head Office (CCM Project Department and South Sudan Desk Officer), Regional and Country Health Advisor. He/She requests to contract external consultants when needed
- Supported by the country administration, defines yearly plans and evaluates CCM performances in the country both economically, qualitatively and quantitatively always taking into consideration the sustainability of the organization.
Supervision and monitoring of the projects implementation:
- Assures the compliance with CCM and Donors’ guidelines and requirements about visibility, documentation, monitoring and evaluation.
- Monitors ongoing projects, ensuring regular implementation, respect of objectives and plans (operative, economic and financial), evaluation of results. (S)he is supported by the Health Advisor for the monitoring and evaluation of all health issues.
- Ensures the preparation, revises and submits all reports (narrative and financial) to CCM and to the Donors, in accordance to the established deadlines and the processes “Development Projects”.
- Manages the office where (s)he is based. Propose and ensures the correct organization of all CCM basis and offices in the country, in accordance with the CCM guidelines
- Organizes CCM and CCM Kenya Board missions, including feasibility studies and project evaluations.
- Ensures efficient logistics in the Countries.
- Ensures and facilitates a smooth and effective working relations among volunteers, project managers, country director and with CCM.
- Ensures the coordination/supervision of the countries projects and activities during her/his period of absence from the country.
Human Resources
- According to the CCM guidelines about HR management, the CD updates and applies “CCM Human Resources Manual” in the countries, for the management of human resources
- (S)he is responsible of all personnel in the countries (including consultants and volunteers).
- (S)he ensures all staffs’ safety, considering official recommendations provided by authorized/appointed authorities.
- For expatriate and local staff, consistently with CCM’s guidelines, (S)he ensures the definition of roles to be recruited for projects or offices in cooperation with the direct supervisors and with CCM.
- Supported by CCM (Desk Officer, Regional Health Advisor, Head of Projects Sector and HR function) agrees about recruitment process’ stages, identifying also the staff members involved in it based on their roles and specific competences, and ensure the evaluation of personnel based on regular procedures. Ensures professional development and training to local and expatriate staffs.
Promotion of CCM in Italy
- (S)he supports CCM’s communication and fundraising activities by providing information as agreed upon with the different teams.
- (S)he contributes to the elaboration and development of initiatives to be proposed to Support Groups in Italy and provides information on what has been carried out (to be better explained in the part related to Support Groups).
Country Office Management
- (S)he ensures the smooth running of CCM Kenya country office with the support of the Administrator and Logistics Coordinator.
- (S)he ensures the smooth running of each local office, delegating responsibility to a project coordinator.
· (S)he ensure CCM properties in the Country are fit for purpose and Integrity and maintained.
Job profile
Requirements
- Relevant academic background, post degrees or masters in Public Health or other health-related specializations will be a strong asset.
- At least 3 years in the role in NGOs.
· Proven experience in implementing and monitoring of development projects.
· Excellent experience in identifying and elaborating new project proposals.
- Outstanding negotiations and communications capacities both with local and international partners.
· Good administrative skills (budget formulation and management, contracts understanding, reporting).
- Knowledge of data collection methodologies.
- Excellent HR managerial ability to coordinate a multi-disciplinary and international team– even in remote control mode.
- Excellent interpersonal skills and ability to deliver promptly feedbacks
· Strong capacity to organize his/her workload and meet deadlines even under pressure
- Goal-oriented mind.
- Proficiency in Microsoft Office.
- Fluency of both written and spoken English
- Fluency of both written and spoken Italian is an asset
- Good knowledge of the Kenya or Somalia contexts, in particular related to the health sector, would be an asset.
- Good knowledge and proven experience in public health would be an asset
